A lonely place in a druid forest. The Gallic warriors comment on the future departure of Polione, when he will succeed an even more belligerent consul. Orovezo persuades them to pretend to be reconciled with destiny, while waiting for the day of revenge ("Ah, del Tebro al giogo indegno" / "And I dread the Roman yoke ...").
Irminsul Temple. Norma hopes for a good outcome of Adalgiza's mission, but Clotilde hints to her that Polyone has no intention of giving up the young maid, and promises to kidnap her even on God's altar. Norma then utters words of revenge, strikes Irminsul's holy shield three times, and summons Gale. Warriors and priests are arriving from all sides.
